Ten inspections, seven of them because somebody complained

A 165-seat bar on Bayou Chico has been inspected ten times since 2023. The state has never once recorded a high-priority violation there.

Most restaurants get inspected because it is their turn. The Oarhouse, on the water at Bayou Chico in Pensacola, mostly gets inspected because somebody rang the state about it.

Seven of its ten inspections since July 2023 were complaint investigations. Three were routine. That is an unusual ratio, and if you saw it on a page without the outcomes attached you would assume the worst.

Here is what the inspector found across all ten visits:

  • Zero high-priority violations
  • Zero intermediate violations
  • Eight basic violations, in total, over three years

The eight things

That is not a rounding error, it is the entire list. Across three years, this is everything the State of Florida has written down about this kitchen:

Carbon dioxide/helium tanks not adequately secured. At bar.

Employee with no beard guard/restraint while engaging in food preparation.

In-use knife/knives stored in cracks between pieces of equipment.

Ceiling/ceiling tiles/vents soiled with accumulated food debris, grease, dust, or mold-like substance.

The remaining four are the same handful again: a soiled ceiling vent a second time, and staff phones or bags left above a prep counter three separate times.

An unsecured gas cylinder is worth fixing. So is a phone on a food surface. But none of it is the tier the state says can make you ill, and after ten visits there is still nothing on this record in that tier at all.

What a complaint inspection actually is

Anyone can complain about a restaurant. The state has to look. The inspector turns up, works through the same checklist, and writes down what is there.

So a run of complaint inspections on a record does not tell you a kitchen is bad. It tells you people are watching it. What tells you whether the kitchen is bad is the column next to it, and here that column has been empty for three years.

I have no idea who has been calling, or why, and it is none of my business. What I can tell you is that every time the state has gone to look, it has come away with almost nothing.
