Employee touched soiled surface and then engaged in food preparation, handled clean equipment or utensils, or touched unwrapped single-service items without washing hands. Observed cook drop spoon and proceed to pick up and placed the three compartment sink. Then the cook proceeded to grab a clean plate. Had operator to stop employee. Operator explained that hands needed to be washed after handling the dirty dish. The cook washed and dried hands.
