Establishment has no approved Alternative Operating Procedure. Operator touched cooked chicken with bare hands. He voluntarily discarded top layer of chicken that he touched.

Food being cooled by nonapproved method as evidenced by inadequate rate of cooling during time of inspection. -cooked chicken was bagged and tied closed, as well as some being put in a covered container, to cool on the bottom shelf of a crowded cooler. Educated operators on proper cooling methods, and they removed from closed bags and containers and moved to freezer for more efficient cooler.
