Employee failed to wash hands before putting on gloves to initiate a task working with food. Observed PIC handling sanitizer bottle then proceeded to put on gloves without washing hands. Inspector educated PIC on proper hand washing.
Employee washed hands with no soap. Observed PIC returned from restroom applied antiseptic to hand then proceeded to wash hands with water.
Time/temperature control for safety food cold held at greater than 41 degrees Fahrenheit. Observed empanadas (45-47F - Cold Holding); milk (44F - Cooling); ham slices (44F - Cold Holding); sliced cheese (44F - Cold Holding). Per operator items have been out of temperature for approximately 1 hours. Cooler is over filled and as a result is unable to keep items cool.
