In the walk in cooler, observed two packs of raw tuna fish in commercially processed reduced oxygen packaged fish bearing a label indicating that it is to remain frozen until time of use no longer frozen and not removed from reduced oxygen package. Packs of raw tuna were not fully frozen. Packs of tuna were cut open. Operator removed tuna from ROP.
