Stop Sale issued due to food not being in a wholesome, sound condition. Ground beef, hamburgers, and cooked onions being served in bulk and were cooked outdoors on site at hotdog cart set up location.
Employee applied hand antiseptic in place of washing hands as required. Male employee used hand sanitizer then began preparing food without washing hands.
