Time/temperature control for safety food cold held at greater than 41 degrees Fahrenheit. Observed in top of flip top cooler Philly meat (46F - Cold Holding); Sausage (46F - Cold Holding); Ham (49F - Cold Holding); chicken nuggets (47F - Cold Holding). Took Ambient temperature was at 49F. Manager stated that items were placed in reach in cooler at 9:30 AM. Manager realized she did not turn on cooler, and removed items and placed in walk-in cooler. Replaced items on top of cooler as she turned on cool.
