Time/temperature control for safety food cold held at greater than 41 degrees Fahrenheit. In flip top cooler, Sliced Cheese (50F - Cold Holding); per operator, food not prepped or portioned today. Food held in reach in cooler and moved to flip top cooler at front and held for approximately 2.5 hours. Cheese was piled too high in pan. Food was put back in reach in cooler at back to quick chill.
Manager or person in charge lacking proof of food manager certification. No proof of certification for Certified Food Manager.
No paper towels or mechanical hand drying device provided at handwash sink. No paper towels provided at handwashing sinks in kitchen and at entrance of front counter. Employee stated that those handwashing sinks are not used.

Employee took garbage outside establishment then moved to sandwich line and changed gloves without washing hands first. Educate operator on proper hand washing procedures. Operator washed hands and changed gloves.
