Time/temperature control for safety food cold held at greater than 41 degrees Fahrenheit. In pan of ice at front counter: ranch dressing cups (51F-56F - Cold Holding). Manager stated the ranch dressing was made with buttermilk. Manager stated the ranch dressing had been held at the front counter on ice for approximately 45 minutes. Inspector had manager move the ranch to the freezer to rapidly cool to 41F.
