Nonfood-contact surface soiled with grease, food debris, dirt, slime or dust. Exterior of chest freezer located outside soiled with leaves and debris. Freezer has been enclosed with Starboard sides and lids and locks were installed but freezer has not been maintained and free of debris on the lids.
