Raw chicken tenders (49F - Cold Holding) operator states tenders were removed from cold holding unit below approximately a few moments before the beginning of the inspection, chicken in lower unit is at a proper temperature. Chicken was placed into pan in upper cold pan. Operator moved chicken into walk in freezer to rapidly chill. Recheck 42F
