Employee dried hands on clothes/apron/soiled towel after washing. 1. Employee wiped hands on apron and proceeded to handle spatula at cookline without washing hands. 2. Employee kneading dough with bare hands without running water available in kitchen. Water was restored and employee washed hands during this inspection.
