Handwash sink not accessible for employee use at all times. Observed handwash sink to the right of the three compartment sink with rack stored in front of the sink. Rack was moved. Handwash sink in front area is turned off. Operator stated a new handwash sink has been ordered and should be here next week. The handwash sink handles are broken so the water can not be turned off, so the operator has turned off water to the handwash sink.
