Quaternary ammonium sanitizer not at proper minimum strength for manual warewashing. Do not use equipment/utensils not properly sanitized. Observed quaternary ammonium solution in three compartment sink testing at 0ppm. Visible air bubble does not move while sanitizer dispenser is turned on. Person in charge began to remove main dispenser cap to manually add quaternary ammonium to water. Inspector suggested to contact chemical provider company for potential maintenance.
