Time/temperature control for safety food cold held at greater than 41 degrees Fahrenheit. Observed fresh garlic in oil (68F - Cold Holding) at cook line. Per operator, foods not prepped or portioned today. Food out of temperature for approximately one hour. Suggested using time as a public health control. Operator put foods inside walk back inside cooler to quick chill.
