Nonself-sufficient mobile food dispensing vehicle not reporting to commissary as required. As per Manager at commissary, this hot dog cart is not reporting to commissary each day they are in operation. Manager of commissary states that hot dog cart which is located in same parking lot of commissary is using water hose in parking lot for ware washing. As per manager at commissary, no foods both TCS and non-TCS or any single service items are being stored or prepared in commissary. Commissary is open 7 days a week from 12noon to 1am. As per commissary manager, the hot dog operator is open and serving food to the public 7 days a week between 5pm to 12am. Operator of hot dog cart is never reporting to commissary as per manager.
