Testing at 0ppm, had operator change bottle of sanitizer, still not testing. Advised that the only means of ware washing should be completed in triple sink until machine is repaired.

Employee handled his cell phone and continued to cut the avocados. I informed the manager and he had the employee to remove his gloves and wash his hands.
