Observed vacuum packaged ham and cheese, discussed with operator, some packages with air not fully removed. Operator states not used for a purpose other than storage and will switch to non vacuum packaged bags for items.

Manager stated items were at proper temperature three hours prior to temperature being taken. Manager moved items around to get better air flow to reach items on lower shelves.
