Breading cooler: conch (45F - Cooling) at 10:05; cooling since 9:30 - 45F at 10:40 Observed in tightly wrapped portion bags. At current rate of cooling product will not reach 41F within 4 hours. Operator iced down to product to quick chill.

Commercially processed reduced oxygen packaged fish bearing a label indicating that it is to remain frozen until time of use no longer frozen and not removed from reduced oxygen package. Per operator, received frozen this morning and placed into cooler. Advised operator to remove product from reduced oxygen packaging.
