Quaternary ammonium sanitizer not at proper minimum strength for manual warewashing. Do not use equipment/utensils not properly sanitized: Three compartment sink sanitizer tested to 0ppm. Employee attempted to make new sanitizing solution but there was none coming out of the bag. General Manager changed the empty bag for a new one and the sanitizing solution retested to 200ppm.
