Self-sufficient mobile food dispensing vehicle operating from an unapproved commissary. Operator is obtaining water from former restaurant building- 14206 DR MARTIN LUTHER KING JR BLVD, DOVER per property appraiser. Operator has additional open grill that is not on approved plans and is mobile. Observed operator removing it from trailer on personal vehicle. Operator also verified that food being prepared for unit is being done at a residential address.
