Observed manager retrieve food from the ground that fell then began to handle clean equipment to prepare toast; no hand wash. Manager washed hands; advised manager to clean and sanitized equipment.

Chlorine sanitizer not at proper minimum strength for manual warewashing. Do not use equipment/utensils not properly sanitized. Chlorine sanitizer was 50ppm. Advised operator changed solution to that of 100ppm.
