Operator is using sink and surface sanitizer in sanitizer buckets and does not have the appropriate test strips. Discussed the need to use chlorine or quaternary sanitizer until test strips are obtained. Operator has test strips for chlorine and quaternary. Employee refilled all sanitizer buckets with quaternary sanitizer at time of inspection.
